- Having seen Royal Kram, 02/នស/94, dated 20 July, 1994 on promulgation the law on organization and functioning of the Council of Ministers
- Having seen Royal decree,នស/រកត/0908/1055, dated September 25, 2008 on establishment the Royal government of Cambodia
- Having seen Royal Kram, នស/រកម/0196/15, dated January 24, 1996 on promulgation the law on the establishment of the Ministry of Tourism
- Having seen Royal Kram, នស/រកម/0609/007, dated 10 June, 2009 on promulgation the law on Tourism
- Having seen Sub-decree, 34 អនក្រ.បក, dated August 5, 1997 on organizing and functioning of the Ministry of Tourism
- Having seen Sub-decree, No. 26 អនក្រ.បក, dated May 3, 2000 on reforming the role and duty and form a law team and Department of ASEAN and International cooperation of Ministry of Tourism
- Having seen Sub-decree, No. 107 អនក្រ.បក, dated October 22, 2002 on changing department of administration and finance of Ministry of Tourism to General Department of Administration and Finance
- Having seen Sub-decree, No. 09 អនក្រ.បក, dated April 6, 2004 on establishment Department of Statistic and Information of Ministry of Tourism
- Having seen Sub-decree, No. 67 អនក្រ.បក, dated July 19, 2006 formed Department of Internal Auditor of Ministry of Tourism
- Referring to the request of Ministry of Tourism

HERE BY DECIDED

Article 1: This Prakas has purposes to determine of organizing and functioning of department of tourism industry of General Department of Tourism which is to improve the quality of work according to the increasingly of tourism sector, the necessity of participation for improving in management, and the efficiently and sustainable tourism development.
Article 2: Department Tourism industry is a professional organization which is under the supervision of General Department of Tourism which assistance to Ministry of Tourism in verification on assigning all business and tourism activities through providing tourism license, attending in making regulations, making therating system, determining minimum standard, and implementing other activities in order to reform and ensure the quality of tourism service in Kingdom of Cambodia.
Article 3: Department of Tourism Industry has duties as below:
- Study and prepare the legal norme of Tourism related to business activities on tourism service that is in the part which is under main responsibility of Ministry of Tourism.
- Collaborate with any relevant ministries, authorities, and institutions; and study and prepare legal norme in order to verify and urge the business activities for improving the quality of tourism service in part which is under responsibilities of cooperation and consultation.
- Determine the mechanism, methods for verification, and evaluate the tourism license based on the requirements that has approved; make requesting for new license, license renewal, omit, postpone or downgrade the Tourism License; and making the requesting to close business from Ministry of Tourism.
- Study and prepare tourism standard, rating system in tourism services, and guiding about the standard and any technical services to match with the practicing in Kingdom of Cambodia.
- Cooperate and encourage the ways to increase quality of the other tourism services like special signs, quality sign, quality recognizing, rewards, and encouragement.
- Introduce the expert teams to Municipal-provincial hospital and cooperate with Ministries, relevant institutions, sub-national level administration, and private sectors to verify and push the Tourism Development with efficiency, quality, sustainability, and with responsibility.
- Cooperate with Department of Education, Vocational Training, and organizations that relevant to Ministry of Tourism to organize the trainings, human resources development and to encourage the progressing of the Tourism Department Associations.
Article 4: Department of Tourism Industry is led by one director and some assistants from vice-directors as necessary.
Article 5: Department of Tourism Industry has 11 sub-offices as below:

1. Hotel Office
2. Guest House Office
3. Restaurant Office
4. Tourist Transportation Office
5. Travel Agent Office
6. Tourist Guide Office
7. Tourist Entertainment Office
8. Tourism Sport Office
9. Communication and Information Tourism Office
10. Safety and Security Office
11. Standard Office

Article 6: Each office has its own duties as below:
1. Hotel Office:
- Study and prepare legal norme that related to hotel services
- Advertise, advise, and encourage owners or hotel managers to obey or implement legal norme and other rules or guideline
- Organize and manage on hotel services to be located in tourism sites and other business areas.
- Cooperate in implementing on hotel classification and accommodation classification which are due to the national level, region, and the great implementing conditions of Kingdom of Cambodia
- Prepare advertising program, enhance understanding for improving the quality of services to hotels
- Investigate and cooperate in dealing with confront matters that usually happen on hotel service
- Encourage in verification and advise to hotel manager to record indentify and other information of clients who stay in the hotel.
- Cooperate in preventing and banning minor child for staying in hotel without accompany by guardian
- Cooperate in preventing to negative impact on society and economy, and environment resulted from the hotel in advance.

2. Tourism Accommodation Office:
- Study and prepare regulations related to accommodation services
- Advertise, advise, and encourage owners or accommodation managers to implement regulations or directives in practices
- Manage in accommodation services located in tourism resort and other business places
- Cooperate in implementing on standardized accommodation service which are due to the national level, region, and the great implementing conditions of Kingdom of Cambodia
- Prepare advertising program, enhance understanding for improving the quality of services to accommodation
- Investigate and cooperate in dealing with confront matters that usually happen on accommodation service
- Encourage in verification and advise to accommodation manager to record indentify and other information of clients who stay in the accommodation
- Cooperate in preventing and banning minor child for staying in accommodation without accompany by guardian
- Cooperate in preventing to negative impact on society and economy, and environment resulted from the accommodation in advance

3. Restaurant and Food Stores Office:
- Study and prepare regulations related to accommodation services
- Advertise, advise, and encourage owners or restaurant and canteen managers to implement regulations or directives in practices
- Manage in accommodation services located in tourism resort and other business places
- Cooperate in implementing on standardized restaurant and canteen service which are due to the national level, region, and the great implementing conditions of Kingdom of Cambodia
- Cooperate and push in management on sanitation, food at restaurant and canteen tourism
- Prepare advertising program, enhance understanding for improving the quality of restaurant and canteen services

4. Tourism Transportation Office
- Study and cooperate in implementing regulations related to tourism transport and transport domestic passenger
- Advertise and encourage in tourism transport service to follow the regulations and directive in practice
- Push in inventing and processing the tourism transport association
- Push in inventing the standard of tourism transport
- Prepare advertising program, enhance understanding for improving the quality of tourism transport services
- Cooperate in dealing and preparing public order, social well-being in land tourism transport to tourism car parking, tourism centre, tourism resort, attractive tourism area, and every international border check point in Cambodia.
- Cooperate in facilitating to traveler in travelling at port, airport, and station
- Search for reforming the type of business related to tourism transport
- Comply properly the statistic of tourism transport by land, water, and air

5. Travel Agent Office
- Study and prepare regulations related to accommodation services
- Advertise, advise, and encourage travel agent tourism to implement regulations or directives in practices
- Prepare advertising program, enhance understanding for improving the quality of travel agent tourism
- Cooperate in preparing and extending the visit in order to extend the duration of visiting of tourist
- Push in verification of tour operator and travel agent tourism by providing the real information to tourist and the responsibility in service as promising and appropriate method for maintaining wealth and safety and security protection for tourist while visiting
- Cooperate in safety and security protection for tourist
- Cooperate with Cambodian Travel Agent Tourism Association, Tour Operator, and all travel agent tourism for participating in work in order to push the sustainable tourism development of Cambodia
- Push and verify tour operator and travel agent tourism to implement code of practice and moral code of tourism

6. Tourist Guide Office
- Study and prepare regulations related to tourism guideline services
- Advertise, advise, and encourage tourism guideline to implement regulations or directives in practices
- Cooperate in checking tourism guideline that does not have license or invalided license using uniform and law enforcement on tourism and regulation at tourism area, tourism resort and attractive tourism area
- Propose the request and method to ministry officers for inactivity which harm to security, safety, social order, cultural heritage, natural resource made by tourism guideline
- Cooperate and push in inventing code of practices, moral code of tourism guideline
- Cooperate with local relevant authorities, tourism guideline association for pushing in implementation in order to enhance the quality of tourism guideline service

7. Resort Office
- Study and prepare regulations related to tourism resort services
- Advertise, advise, and encourage tourism resort to implement regulations or directives in practices
- Prepare in managing tourism resort service located in tourism resort and other business tourism
- Cooperate in implementing on standardized tourism which is due to tourism standard and the great implementation condition in Cambodia
- Prepare advertising program, enhance understanding for improving the quality of tourism resort
- Cooperate in preventing and banning minor child to enter tourism resort for adult

8. Tourism Sport Office
- Study and prepare regulations related to tourism sport activities
- Verify and give certification of quality service related to tourism sport
- Prepare in managing on tourism sport located in tourism resort and other business tourism
- Prepare advertising program, enhance understanding for improving the quality of tourism sport activities
- Investigate and cooperate in dealing with confront matter which usually happen in tourism sport
- Search in reforming of tourism activity related to tourism sport

9. Tourism Industry Information and Communication Office
- Receive application form for license or renewal tourism license, register tourism license and give to expert office in order to keep that license, publish directives including denial, approval, renewal or omit, postpone or downgrade of tourism license and close business in booklet and website
- Working by single entrance of tourism license that department of tourism industry is responsible for advertisement through media of tourism industry
- Total the statistic of local business tourism service

10. Tourism Safety and Security Office
- Study and prepare regulation related to security and safety tourism
- Cooperate with institution, relevant authority, prepare method and necessary mechanism on security and safety for tourist
- Advertise, advise, and encourage on hotel business and accommodation service, restaurant, canteen, tourism transport, and other services for security protection and safety tourism
- Push and supervise security, safety, and tourism facility system of local business tourism service
- Cooperate with institution, relevant authority for inventing first rescue, urgent rescue, and telephone number (Hot Line)

11. Tourism Standard Office
- Cooperate in pushing on hotel classification and accommodation tourism service which are due to the national level, region, and the great implementing condition of Kingdom of Cambodia
- Cooperate in implementing on standardized restaurant and canteen service which are due to the national level, region, and the great implementing conditions of Kingdom of Cambodia
- Push in preparing standard on tourism transport
- Push in implementing on laws of tourism and regulations in resort areas and attractive tourism goals
- Cooperate in preparing on standardized tourism service and tourism service for adults
- Prepare in advertising and improving comprehension on Green Tourism Standard for all tourism industry sectors, such as green hotel, food and beverage service, public toilets, guest house, ecotourism, and tourism resort areas

Article 7: Each office has extra tasks due to its responsibility:
- Report monthly, trimester, semester, and annually and also about the inappropriate matters
- Implement the necessary duties assigned by the Ministry of Tourism, General department of Tourism, and Department of Tourism
- Push in inventing and processing of Municipal-Provincial Tourism Association
- Supervise, evaluate, and encourage by giving prize and letter of appreciation to local tourism industry according to the slogan Good City Good Resort Good Service
- Investigate and cooperate on confront matters which usually happen in local tourism industry
- Push in verification and advise local tourism industry in order to cooperate in preventing of commit crime, drug using and trafficking, human trafficking and illegal detention, child trafficking, sexual business, advertisement obscene materials and images or other offenses
- Manage and comply exact statistic of local tourism industry
- Cooperate in preventing on the negative impact on society and economy and environment which result from tourism industry

Article 8: Each sub-department of tourism industry has one director of office and vice-director as an assistant as needed.

Article 9: Any provisions that contradict to this Prakas shall be abrogated.

Article 10: General Director of administration and finance, General Director of Tourism, Director of Cabinet, Head of law project, inspector, head of Municipal-Provincial department of Tourism must perfectly follow to the spirit of these articles after due date of signature.
