Who needs a Tourism License?

According to the Tourism Law, the Ministry of Tourism is responsible for tourism business activities (See Art. 30 for a more precise list of tourism business activities).

Article 30.Tourism business activities are categorized and the responsibility of the Ministry of Tourism under Chapter Three is as follows:
(a) Tourism business activities in the primary responsibility as stipulated in Article 10 of this Law hereunder:
- Tour guide;
- Tour operator and travel agency;
- Tourism information and promotion;
- Tourist accommodation services;
- Tourist sites;
- Tourist transport;
- Tourist restaurants and food stores;
- Tourism vocational school;
- Tourism entertainment centers;
- Adult entertainment centers;
- Tourist attractions;
- Tourism sport activities; and
(b) Tourism business activities in the shared responsibility as stipulated in Article 10 of this Law hereunder:
- Domestic restaurants and food stores;
- Natural protected areas;
- Ecotourism activities;
- Souvenir vendor activities; and
- Domestic passenger transport;
- Mekong river dolphin areas;
- Community-based tourism activities;
- Educational institutions of tourism, hotel and hospitality.
(c) Tourism business activities in the shared responsibility as stipulated in Article 10 of this Law hereunder:
- Air passenger transport;
- National natural heritage sites; and
- National cultural heritage sites;
- Conference, exhibition, events and national and
  international festivals.
The categories of tourism business activities and the responsibility of the Ministry of Tourism may be amended and further tourism business activities may be added when the need is identified in the Tourism Development Plan.

Every tourism business is required to have a Tourism license. If a single tourism business is conducting more types of business in one place, a license is needed for every type of business (See Art. 32)

Article 32. No person shall be able to operate a tourism business without a license if so required by the Ministry of Tourism or Provincial – Municipal Department of Tourism. Where more than one type of business are conducted by one person from the same premises, each type of business must be separately licensed as if it were a separate business operated from separate premises. Where a person has more than one branch of a tourism business, each branch must be licensed.

To deal with the different types of tourism businesses the Ministry of Tourism works with the following types of licenses: Hotel, Guesthouse, Apartment, Bar, Discothèque, Karaoke, Night Club, Massage, Spa, Tourism Sport, Resort, Restaurant, Guide, Water Transportation, Land Transportation and Travel Agent.

All NEW tourism businesses (types described above) with NO license need to apply for a tourism license.
All existing tourism licenses should be renewed 1 month before the expiration date.


How do I apply for a Tourism License?

With the licensing process the Ministry of Tourism wants to monitor and establish country standards in order to improve and maintain the quality of tourism services in the Kingdom of Cambodia, see Art. 34 of the Tourism Law.

Article 34.The Ministry of Tourism shall detemine in consultation with the private sector and other concerned Ministries, institutions and authorities the minimum standards and other criteria for each type of license designed to establish; improve and maintain the quality of tourism services.

The Tourism License application consists of six general steps depicted in the picture below.

These six steps in more detail:

Step 1- Determine to apply for a Tourism License
All tourism services need a Tourism License (see here ). Most Tourism Licenses expires after one year.
Businesses that reapply for a Tourism License need to do so one month prior to expiration.
Step 2 – Fill the application form and submit documents
The tourist license application form can be filled online (using the computer and internet) or on paper (can be downloaded from our webpage . With the possibility of an online application we hope to have made it easier for you to fill the forms, especially in cases where licenses need to be renewed. Along with the license application a set of original documents need to be submitted to the Department of Tourism Industry. The number and type of documents differ for every type of Tourism business. See here for information on what documents are needed for the different license types. These documents most be either sent to:

For small Tourism organizations:

Step 3 – Payment of the license fee
If the application form was filled correctly and the necessary original documents are complete, an officer of the Department of Tourism Industry will require a license fee in order to continue the license process.
Step 4 - Site inspection
The Ministry will arrange an appointment with the tourism business in order to inspect the Site of the NEW or EXISTING business by officers of the Tourism Industry Department. The tourism officers will inspect the tourism business by checking if the business is adhering to the national standards and checking if the information collected by the Ministry is correct.
Step 5 – Processing of the application
After all the information is gathered, the Ministry of Tourism will appraise the application. The Tourism license will be made and signed by the Minister of Tourism. This process will take a maximum of 28 working days.
Step 6 – Pick up of the Tourism License
After all forms are filled, documents delivered and the site inspection was satisfactory, the officers of the Department of Tourism Industry will notify you when the license is ready to be picked up.In the case of rejection, the officers of the Department of Tourism Industry will assist you on how the problems can be solved in order to obtain the license for your business

How do I apply for an Hotel Classification?

1- Form filling
There are 2 forms that need to be completed and signed by the General Manger of a Hotel
  a- The request form (Application Form for Hotel/Accommodation Classification)
  b- The classification form (Annex4 Classification of Hotel and Tourist)

2- Submission
Please submit both completed forms to the Ministry of Tourism*. In addition to these two forms, please also attach your current Tourism Business License. * If you are in the province, please submit the forms via the Provincial Department of Tourism.

3- Payment
If the application forms were filled correctly and the necessary document is provided, an officer of the Ministry of Tourism or the Provincial Department of Tourism will require a fee in order to process the application.

4- Site Inspection
An appointment must be arranged with the officers of the Hotel Classification Unit in order to inspect the hotel.

5- Administrative work
After all the information is gathered, the Ministry of Tourism will appraise the application. The Tourism Classification will be made and signed by the Minister of Tourism. This process will take a maximum of 28 working days.

6- Pick up of your Classification document
After the classification process for your business is finished, you will be notified of the results and you can pick up the classification certificate.
